It wasn't a very long story no more than 5 chapters. Spike was one of many assassin's hired to kill Buffy because she has a flashdrive. The flasdrive contains Wilkens plans to become president, which involve a mass murder. Spike ends up protecting Buffy and they fall in love.

Sounds like "Moving Target" by Holly, which I think she took down and turned into original fiction. She might be willing to send you a copy if you email her, though.
