Spike recaptured/held by initiative

Hi i remember reading this fic about initiative where they reopened and recaptured spike. i remember that riley was involved and i think the whole thing was under general cordova? also i know riley captured a girl and had her turned bc she looked like buffy -- they were forcing spike to turn a bunch of innocents. does this ring a bell for anyone?? thanks! :D
