Spike is a Social Worker

I'm looking for a piece that I read YEARS ago. It was one of the first I ever read.

All Human and it starts off with Spike becoming Buffy's new roommate. Spike works as a social worker and is one day handed a case that is related to Buffy. Estranged from her mother after many years Buffy finds out her mother has past away leaving her to be the guardian over a very young Dawn. Spike helps Buffy and Dawn adjust to each other and I think Dawn hasn't spoken a word since her mother's death.

I know there's one scene in the story where Dawn startles them awake by screaming because she stepped on a piece of broken glass in her room.
